Moreover it must be noted that in one and the same year (1892) two serious cases of stabbing occurred. Of course the mixture of races draws out the worst qualities of each race, but this observation indicates the amount of injury Victoria College has brought upon itself by drawing away from other Public Schools nationalities like the Portuguese for which Victoria College was never intended and then accentuating the existing conflict of race bias by giving the non-Chinese boys favours from which the Chinese boys are excluded. I would also draw attention to the large number of cases in which corporal punishment has been administered, as revealed by the appended list, for the most trivial offences such as being generally troublesome, lazy, inattentive, talking etc. A superior English authority on education says:- "Corporal punishment should be reserved for extreme moral sin and not used for breaches of discipline. Skilled teachers are gradually learning to maintain discipline without any recourse to corporal punishment." This is what many masters of Victoria College have yet to learn. The present condition of things, which is chiefly due to the neglect of order and discipline of which the Masters themselves are guilty, demoralizes both Masters and pupils.
